Library rules and regulations

The operations and transactions are governed by library rules and regulations in various aspects, which include;

  • Admission to use the library
  • Library registration
  • Borrowing regulations
  • Overdue charges
  • Library user discipline
  • Library safety measures.

Admission

Admission to the library and use of the books and other information resources are conditional upon strict observance of the following regulations and ignorance of these will not be an excuse for non‐observance. Definition of terms.
Information resources: these includes all resources held by the university library which include books, journals, business plans, research projects, thesis, examination papers, CD‐ROMs , MARC records, E‐learning and Multimedia facilities forming the library collection.
Library user: refers to any person who has been admitted to use the library.

The following persons are eligible to use the Library;

  1. Registered Mt. Kenya University students
  2. Mt. Kenya University staff
  3. Mt. Kenya University Council Members.
  4. Researchers on recommendation of their organization, at a fee.

Library Registration.

Persons who wish to use the Library must be registered as members;
All persons registered as University Library members are required to abide by these regulations. The University Librarian may suspend from the use of the library any person breaking these Regulations. The following library documents are issued to all registered library users, library ID and Borrowers tickets.

Borrowing Library books.

The right to borrow library materials from the library is accorded to all the persons registered with the university library. Items that will not be loaned out include Journals, periodicals, statistical documents, bibliographical materials, reference materials, loose leaf works, valuable and rare data carriers.

Lending rules.

  1. The library services shall be administered to all library users by the FIFO (First In First Out) policy
  2. Loaned items may not be transferred from one borrower to another but must be returned to the library for re‐issuing.
  3. Borrowers shall be held personally responsible for the custody of any loan accorded to them.

Books that have been borrowed by other readers can be reserved at the circulation desk online.

Offence

  1. Theft and or attempted theft of library information resources, items, equipment,furniture or furnishings.
  2. Loss damages of any library property.

Fine/Penalty


1. Twice the replacement cost of item.
2. Clear overdue for any loaned item.
3. Suspension from the library for a maximum period of one academic year.




Offence


Defacing , mutilating or damaging library items, facilities equipment furniture or
furnishings or willing fully altering or destroying identification marks relating to the ownership or location of library items, equipment, furniture or furnishings

Fine/Penalty


1. Replacement cost of item.
2.Clear overdue for any loaned item.
3.Suspension from the library for a maximum period of one se/trimester.



Offence


Obtaining or using a library card under false pretences

Fine/Penalty


Suspension from the library for a maximum period of one academic year.

Violating a suspension that is in effect

Suspension from the library for a maximum period of one academic year on top of the current suspension



Offence


Smoking, eating or drinking in library buildings (including stairwells and desks), sleeping in the library

Use of computers in a manner contravening university regulations.

Suspension from the library for a maximum period of one se/trimester.


Offence


Rudeness to library staff, including university security.

The university librarian /deputy will determine the penalty and or refer the case to disciplinary committee.

Use of communication devices including cell phones, pagers, Beepers radios, walkie talkies and noise making within the library premises.

Behavior which adversely impacts on other individuals’ use or access to library facilities and resources

Possession of items from other libraries that are either overdue or have evidence of having been removed without proper record of authorization.

The item will be confisticated, awaiting consultations with the concerned library.
Rules and regulations for the owner library shall apply.


The maximum number of loans permitted per user depends on the membership category as indicated below:

E‐Library.

Mt. Kenya university library subscribes to a number of worldwide electronic databases, which give access to thousands of electronic journals. The databases contain abstracts and many full text journals. Username (ID) and password (Ps) are required to access the following resources;
DVDS and CD‐ROMS are accessed via the Multimedia technology.

Photocopying.

There is a copyright protection law on most of the library materials. Deliberate infringement on this law e.g. unauthorized copying, is a criminal offence. All users of electronic information resources must abide by the terms of the appropriate licenses. However, permissible copying limits as per Copyright Act may be made for academic purposes. All users of library materials must observe these limits in the Library premises or elsewhere.

 Library Clearance.

  1. All users are required to clear with the Library and must pay lost books and overdue fines before they leave the University. All borrowing tickets must be surrendered to the circulation Librarian when clearing.
  2. Students who fail to comply with clause 10(1) above shall have their examination results withheld.
  3. Staff who fail to comply with clause 10 (1) above will have the cost of replacement of the books plus administrative costs Ksh. 500, deducted by the Finance Officer from their terminal benefits.

Library User Safety.

All library users must ensure their personal safety at all times incases of any calamity / emergencies library users are advised to use the library emergency exits but avoid converging at the main stairway, fire fighting equipment and water horse reels.

General Information

  • Library books removed from shelves should be left on the reading tables to be collected by the Library staff for re‐shelving.
  • As seating in the library is limited, readers must not reserve seats by leaving personal items on them.
  • Library communication will be done via the library notice boards.
  • Library staff are charged with the duty of giving service to users and to also ensure that library rules and regulations are observed for the mutual benefit of the entire community.
  • The librarian will be glad to assist in any problems that cannot be solved by other library staff.
